Cannot delete partition, cannot select partition with DiskPart.exe

I plugged in a flash drive, but could not access its drive. In Disk Management, it showed a RAW file system but would not allow me to delete it or format it. In DiskPart.exe (the command prompt tool), I could select the disk but it would not allow me to select the partition in order to delete it. When I typed select partition 1 it responded There is no partition selected. To fix the problem, ASSUMING YOU DO NOT WANT TO RECOVER THE DATA, select the disk with DiskPart, and then type clean. This will erase the entire partition table from the selected disk (without any warning or confirmation). Then, you can create a new partition like normal using Disk Management or DiskPart.
